I was having a similar problem with my Nexus 4. With wifi and the GPS on, it was able to locate me on a map quickly and accurately. Without wifi however, it was consistently inaccurate by a few blocks. This made navigation impossible. I tried resetting A-GPS data using the GPS Status App, but that didn't fix the problem.
